LONDON PLAN: The builder’s view – clarity in policy and messaging only helps

The clarity in policy and the mayor’s strategic objectives can only help development across London, according to Steve Harrington, director of planning at Regal London.

Speaking after the release of the draft London Plan, he said: “We are positive from our side that we have clarity on some his policies and key messages.

“We think it is a really positive thing that there is going to be closer alignment with policy and some of the decision making in the way the mayor has been determining applications over the past 18 months.”

Harrington did not believe the density measures announced in the plan would necessarily change anything, but thought they would give developers more confidence.

“Its moves us away from a respective approach of density matrices, which we think is a very good thing,” he said.

“Our experience with local planning authorities is where development is seen as being good, the density targets were never really a barrier to good development. It is a positive that that kind of threshold approach has been removed… It just provides more certainty to people in that discussion that they don’t need to be afraid of going beyond the previous target in a policy document.”
