MIPIM 2017: Hertfordshire County Council is to search for a development and investment partner to bring forward two urban extension sites with the potential for around 6,000 homes.
Carter Jonas and 31ten Consulting have been instructed to advise the council on setting up the joint venture. The opportunity comprises an initial tranche of 12 sites on primarily greenfield land. A further set of potential sites will be identified through the One Public Estate.
The delivery partner will be required to optimise capital returns for the council, assemble a portfolio of property assets that will generate long-term revenue returns for the council and develop a “quality brand” for the developments, aimed at safeguarding the long-term financial prosperity of the partnership.
An OJEU process will be launched at the end of March with the aim of appointing a preferred partner by the end of the year.
