Goldman Sachs-backed builder tees up first modular flats

Modular housing developer TopHat has secured planning consent for 183 homes at Kitchener Barracks in Chatham, Kent. The Goldman-Sachs backed developer will build 96 flats in the first phase of the scheme. The flats will be the first from TopHat,
