Mowlem and Exeter Chiefs Rugby Club are planning an 8,200-seat stadium and leisure complex on a greenfield site close to the M5 in Devon.
The scheme depends on a 147-home redevelopment at the club's existing 5.6-acre (2.27ha) County Ground.
