Chris Grayling’s department has a “laissez-faire attitude” to Crossrail and it is likely to open more than two years late and £3bn over budget, according to a Commons report.
MPs said that the Department for Transport (DfT), Crossrail’s management and Transport for London (TfL) ignored warnings that the east-west line through the capital was in trouble.
The public accounts committee found that there was an “overriding culture of over-optimism” when the programme “started to slip” in 2016 and failings were not addressed.
